  • The peace agreement signifies a positive step towards resolving the long-standing conflict in Assam and fostering a climate of stability and development in the region. The involvement of the Central government, Assam state government, and the pro-talks faction of ULFA demonstrates a collaborative effort to address the root causes of the insurgency and work towards sustainable peace.
    The recently signed accord between the pro-talks faction of the United Liberation Front of Asom (ULFA) and the Indian government is a multifaceted agreement, blending promises of development and political assurances. From commitments like establishing an Indian Institute of Management in Guwahati to creating centers of excellence for football in the state's districts and a visual arts university, the accord encompasses a diverse range of assurances. It pledges a development package of Rs 5,000 crore for Assam to be implemented over five years, along with an investment of Rs 1.5 lakh crore in various development initiatives in the state.
    One noteworthy aspect of the accord is its incorporation of the delimitation exercise conducted by the Assam government under Chief Minister Himanta Biswa Sarma. The agreement suggests that the Government of India will consider recommending to the Election Commission of India to follow the guidelines and methodology adopted for the 2023 delimitation exercise in future delimitations.
    Critics argue that the delimitation exercise has skewed the electoral playing field in Assam, allegedly reducing the representation of legislators from the Bengali-origin Muslim community, often labeled as "illegal migrants."
    While the peace deal holds promise for the socio-economic and political development of Assam, concerns linger over the anti-talks faction of ULFA led by Paresh Baruah. The success of the peace process may hinge on efforts to engage with and address the grievances of all factions, ensuring a comprehensive resolution to the complex issues that have fueled the insurgency over the years.
