To create internal pressure against the Putin dictatorship, Russians in Moscow and State Petersburg need to feel concerned or threatened. Else, those Russians in big cities just watch the news, much detached from events. Russian aggression will persist so long as middle class Russians are pumped-up nationalism and are deluded in the faux belief Russia is world power like the old Soviet Union.

I think the reason he is not moving troops from other areas is far more simple. Logistics. The Russian army simply cannot move large amounts of troops, equipment and ammunition any more.

Actually, Ukraine could take 1700+ sq km of Kursk plus some of Belgorod within the next week or so. All the bridges over the Seim River have now been cut. Unless Russian troops in the area south of the Seim have already retreated, they will be caught, with dwindling supplies, between Ukranians moving west from their bridgehead, the fortified Ukranian border and a 50-80 mtr. wide river with no bridges.
