Hi. I actually booked at the hotel where I was staying. It's not a tour package though cos I had to pay for my food. Not a problem cos the food was really cheap. The hotel can provide good information, but realized they get kick backs & they can give you the time to look at all options. Their tour guide was very knowledgeable, professional & only have you & your experience in their best interest. Agencies usually are cheaper. At the Maiden Tower in Baku, you will see tour guides who are offering tours as well. Apparently, I don't have their contact numbers. Have a good one!

@@krizellealyssa7991 Sahil is a great spot since Baku is a walkable city! It cost me 90 manat or around 50 dollars. :)
