It is just 1102 sqft construction with 12 nos of columns. 1) may I use 6 nos of 12mm bars for the ground beam or use as mentioned above? 2) For column, 4 nos of 16mm and 2 nos of 12mm bars I decided to use. Is it fine? 3) For Footing, 5X5X5 size I have decided to use and 10mm bars for mesh. Request you to clear my doubts.. It will help me a lot.. Thank you!!
10mm steel is provided for both column and plinth beam with extra bars is provided for Tie beams by L/4 Assam type house... My question is about steel?

For G+1 construction, in the ground beam, may i use 16mm of 2 bars in buttom and 12mm of 2 bars in top?
Yes you can use , but go through proper structural design

You should use 12 mm rod for Tie Beam
