I make hundreds of those every spring for a local tackle shop in the crappie sized ones. I found a much easier way to do the eyes. My wife gave me a couple of fingernail tools. They are like an ink pen but they have two different sized balls on them. A extremely small one at one end, and a slightly larger one at the other end. For the crappie sized bait, I use the smallest one. Just pour a small amount of fingernail polish of the color you like on a small square of aluminum foil and dip the ball in the polish and touch the eye on bait. I can put eyes on 500 in about an hour.
FYI Barlows has size 0 swivels with the split ring attached.
If you want
You can center punch the eye ball
And take a 1/8” drill bit and drill a recess to allow you to glue a 3d eye
