Technically it did, you could see the powering-up wasn't instantaneous after the focusing thing was extended, it took a few moments to get to full power, probably due to needing to charge capacitors to get the required electric current.

It was a Dreamworks short film in which Megamind has an evil yard sale to get rid of all his evil inventions, he believes that since he’s no longer evil, he no longer needs devices and machines that do evil. Megamind proceeds to sell his evil stuff to the civilians of Metro city, the flamethrower goes to the chef, the kicking torture machine goes to the soccer team, and the dehydration gun goes to a kid who accidentally zapped his mom with it, the only things that weren’t sold were the death ray and a strange device with a button on it. Megamind reveals that he made a new super suit designed to cop all of Metromans powers, boots for flight, gloves for strength, and glasses for X-ray/laser vision. Megamind presses the button out of curiosity, it starts floating and a holographic head of Megamind appears, it flies away rambling on about something it refers to as the “unspeakable evil”. This is revealed to be a giant robot that the button puts itself into called the “Mega Megamind”, the evil personality of the original person put into a giant robot, but due to Megaminds super suit the robot recognizes him as Metroman, after a short (and painful) battle for Megamind, the MMM (Mega Megamind) forces him to retreat into his lair, the robot is programmed to never stop until it destroys the hero, Minion tells Megamind that he shouldn’t try to be a hero by being someone else and just be himself, and to help him with this, Minion reveals another thing he never sold, the Spider-bot, lastly, they plan to destroy the MMM using the Death Ray. Megamind, riding the Spider-bot, leads the MMM to the site in where Metroman originally faked his death, the MMM attacks with a special crossbow type weapon that uses civilian vehicles as ammunition, after the MMM is lead to the original observatory. But there was a slight problem, Megaminds super suit smashed the Death Ray controls and the remote for said laser is mixed up with a bunch of other remotes, so Minion has to find the correct remote while Megamind fights for his life to keep the MMM busy, after Minion finds the remote, Megamind tricks the MMM into shooting him off its crossbow to get away and then Minion fired the Death Ray, destroying the MMM in a fiery explosion. Megamind and Minion go to get their evil stuff back, they barge into the house of that kid who brought the dehydration gun who also is throwing a party because he dehydrated the parents of himself and his friends, Megamind takes his stuff back and fixed the kids parents.
