Thank you David. To the best of our knowledge, he was from time to time. It appears Frank didn't start feeding info to the Feds until either just before his parole in May of 1969 or shortly after. By the time Stevie returned from being on the lam, Rico had relocated to Florida, but it was possible in the summer of '69.
