The joke here is that in Disney animated musicals, they used to have different actors do the characters' singing voices. So here, they have a celebrity do a VA's singing voice rather than the other way round.
Concerning Disney (and this goes for non-Disney productions, such as _Anastasia_ and _The Prince of Egypt,_ each for the most part), they generally have different actors or singers do singing voices if whoever does the speaking voice either can't sing (like Linda Larkin as Jasmine in the _Aladdin_ franchise), or their singing voices don't sound right (as was the case for B.D. Wong as Shang in _Mulan,_ as he could sing, but his singing voice didn't sound right for that, hence, Donny Osmond did that instead; same with Sawyer in _Cats Don't Dance_ where Jasmine Guy can sing, but they must have figured Natalie Cole's singing voice was more appropriate). However, even for Disney, there are cases speaking and singing are done by the same actor/actress, like absolutely everyone whose character sings in _Beauty and the Beast_ and those in _The Princess and the Frog._
