I can't tell about the sum of stipend, as russian citizens my groupmates got 3k rubles per month (if u don't have low scores in disciplines), maybe if u have the highest scores the stipedium is little bit higher. But I reccomend u to ask at admission committee about stipendium for the foreigners (can u have it? If yes, how much. What u should do to keep it). The dormitory The best dormitory of the tyumen state university is #5 (in my video "the first week in Tuymen" u can find short video about my room in dorm #5). It is new buidling. Also ask your admission committee about dorm, they should tell u. Talking about the job, it is super individually. My master program didn't allow me to work because lack of time for this, but maybe your will be not so time consuming... but I won't recommend to rely on working during studing, maybe only remotely and part time. You'd better to ask admission about the opportunity to work during the studing (is it possible or not). If I am not mistaken you can work in Russia if you study full-time or in russian "очно". But there are some nuances which you would better to read on the internet. Talking about working for a university, it is possible, but it might be not so easy to find and get, try to ask professors and other students about vacancies, maybe you will be lucky to find some.

@mtalhafaryad1609 I paid around 2,5k rubles per month for my room in dorm #5. You also need money to buy food (around 5k-7k per month), you also need to take or buy warm clothes for winter season. And you need some money to buy extras (medicine, coffee shops, cinema and so on), of course it is individual but I recommend to have up to 5-10k for such occasions. Talking about international community, there are a lot of international students in Tyumen so I am sure you will find friends.
What about some part time jobs for self support? And what's the reward for the participation in social activities? I know I should contact university management but they are not replying so that's why I'm trying to get information from you

The University of Tyumen has a good dormitory #5 (I hope they provide exactly this dorm for foreigners). Talking about prep courses, there are two strategies you can take. The first one you can do prep course in small city like Tyumen (it is cheaper) and after try to enter university in big cities like Moscow or Saint-Petersburg. The second way, you can do prep course at the uni where you want to study further. During the prep course you will be able to talk with admissions about all necessary steps. Also, at the moment, the number of programs in English is rising, so maybe you can think about such programs. In this case, you won't need to do prep course. What field do you want to study?
