This is unique only to certain cultures in Africa. This is madagascar . You are 100% right considering this country is very poor the streets are very clean. That speaks very highly of these people. They take pride in their country. I met one wonderful woman from Madagascar she is very friendly and always cheerful. Unlike Phillipines these people do not go around begging for money. Keep in mind Madagascar make about 1500 USD the average person. In phillipines they make about 9000 USD a year. Madagascar is much poorer.
