Would this be the cause of erratic fan speeds. No matter what the setting is it will blow hard / normal speed ( for that given speed setting) and then seems to die off then it surges back again with different intervals. Sometimes the air speed seems stable then out of the blue it gets weak and this happens over and over.

Some symptoms of a failed resistor would be if the blower motor only works on certain settings, no air coming from the vents at all, or if the blower motor is stuck on one speed. There could be other symptoms as well, however, we always suggest having the vehicle taken to a certified mechanic to be diagnosed prior to replacing anything in the vehicle. @@infoanalysis I know this is 4 years ago, but they were encouraging you to get it "diagnosed" prior to working on your own car. There a several things that can be an issue with fan speed. The cheapest and easiest fix is the resistor.

That sound like the problem I was having. Take a hammer and hit the bottom of the blower motor a few times (don't hit it too hard,)
Mine does the same thing. Did you ever figure this out? I have a Jeep that did the same and it was the Blower itself.
