I know it to be slightly different - he said that the stupid and industrious should be the low-ranking soldiers (pawns), for they are great at following orders to the letter without questioning them. The lazy but smart are the best for high-ranking positions, for they are always looking for ways to rationalize, i.e. become super efficient in their pursuit to make their job easier.
Therefore this corporal/specialist deserves to become a warrant officer or a sergeant major, while the highest rank she should get is a private first class.

My brother's old roommate had a great MC military story.
Bill was leading a platoon, out on the airfield. They were late, and had to get across the airfield really fast, but were not allowed to march double-time. They were told that rule, while they were marching double-time, and were stopped and shouted at by a sergeant.
So, Bill, said, "Allright, men! You heard the sergeant! No double-time. Now, on my count, COMPANY, SKIP! SKIP LEFT! SKIP RIGHT! SKIP LEFT! SKIP RIGHT!"
The sergeant was good humored about it, fortunately, and acknowledged the palpable hit, in that there was NOTHING in the regs against skipping in formation.
The base commander, on the other hand, once the word got around (so, about 15 minutes later, on that base), was NOT so amused.

An Article 15 is a form of military punishment. There is no jury, no investigation, no courtrooms involved. Depending on how severe the punishment is, a company commander, usually a Captain, can give you one for what could be considered relatively minimal offenses, such as frequent tardiness, and things like that. With no higher approval, a company commander can reduce your pay, and take all of your free time, leaving you only the time necessary to eat and do laundry, etc, for two weeks.
Also, Armorer in terms of this story is a very specific job. Comparing it every other soldier isn't accurate data. Think more like they are the best of 2000, as opposed to the best of 1.3 mil. people. Each unit in the Army should have their own Armorer.

In the Navy, the Captain (much higher than an Army Captain) can also award 3 days bread and water. The sailor sits in the brig and can have as much bread and water as they want, but it wears very thin, very fast. Someone who worked for me got that, and as soon as they were released they wanted any thing to eat that wasn't bread.

I divide my officers into four classes as follows: the clever, the industrious, the lazy, and the stupid. Each officer always possesses two of these qualities. Those who are clever and industrious I appoint to the General Staff. Use can under certain circumstances be made of those who are stupid and lazy. The man who is clever and lazy qualifies for the highest leadership posts. He has the requisite and the mental clarity for difficult decisions. But whoever is stupid and industrious must be got rid of, for he is too dangerous.

OTOH, I don't know what OP meant by "fly-in, fly-out" - a daytrip will qualify for at most a fraction of full per diem. Also it sounds to me like the OP was the asshole in that story. just because a conversation takes place in a "publicly accessible" tool (like discord, skype, etc.) doesn't mean it's not private information. especially if what he was dealing with included reports of various kinds, I guarantee the group he referred to was a private group specifically for the employees.
This is important because this means, most likely, the OP thought this was public information because "it's being talked about in a public way" but ignoring the fact that the "public way" was the equivalent of a closed room (group that only allows certain people to join) ... so actually, yes, the information he shared probably was considered private company information.
That being said, all of that doesn't matter. The OP was on leave, not fired (yet) and so still an employee. who shared company information to another employee. The company gave him a cease and desist letter for essentially sharing information with a coworker.
Worse, it was for whistleblowing, which (at least here in USA) retaliating against a whileblower is absolutely illegal.
... so ya. information was probably private, but most likely did not matter at all.

Them being a captain means they could of done another one (i forget what it's called I've been out for 14 years now) but it allows a higher fine and the potential of losing more than 2 ranks.
Being #1 at something in the army is a major deal. Like all the big brass ends up making it a point to meet you and know you. I got an award while i was still training in AIT, I ended up spending most of it in an office working for a BG, until the general appointed at the base requested me.

One thing that comes to mind upon hearing the story about the relatives expecting the OP to buy gifts for their kids is another Reddit story where someone went to a store to buy a lightsaber that could be programmed to make whatever noise you wanted it to upon being activated. There was only one left, and someone had programmed it to say "Fuck!" every time it was activated or swung. They also said they never were able to figure out how to reprogram it. In my Navy days onboard ship, I once was threatened with an Article 15 for a trumped up charge. I was E4, my accuser an E6 who hated me. I upped the ante, demanding Captain's Mast, similar to a Court Martial but allowing me to defend myself. I had several other petty officers my grade and above testifying for me, as well as the Sonar Chief, all knowing I was innocent. Had I been found guilty my career was over. I won, with the E6 losing a cushy duty as punishment, and his officer buddy losing a cushy duty too for backing him. The XO was peeved at me, but I was vindicated. As a first hand witness to someone recently receiving an article 15, your guess is pretty spot on. An article 15 is an administrative action, and not a legal action, where the commander presses charges against the service member for wrong doing. The service member is given a chance to meet with legal and offer up a defense for themselves to the commander, or in this case the commander's commander, who issued the article 15, but like you said, the commander probably already made up their mind and won't care about the defense. If it goes up to a higher commander, that commander is usually more interested in saving face and protecting their own reputation then actually determining whether or not the person is guilty. It is not a legal proceeding so the commander is under no obligation to adhere to innocent until proven guilty and it's not a legal proceeding so the service member is not allowed to bring a lawyer to speak on their behalf during their defense presentation. The whole process is like baby's first trial and is ripe with bias against the service member. Considering how severe the punishments can be if found guilty, it's pretty unfortunate the recipient of an article 15 has very little means of defending themselves against blatantly biased investigation process and officers tend to stick together and side with each other. With how hard the army has been preaching people first lately, they sure seem to hate soldiers

    • @maserbantez
      @maserbantez 3 ปีที่แล้ว +1

@@june012006 right, and that came up in this soldier's case, but even with a lawyer, the command climate at that installation during that time would not have been conducive to a favorable or even fair outcome. The op was fortunately to have plenty of written records and a senior warrant officer on their side. This soldier was facing the wraith of an embarrassed commander on his way out and senior NCOs too afraid to stand up to risk their own reputations and even egging on the commander. A court martial would have ensured this soldier's pcs ordered were deleted and kept him in a miserable environment for up to a year which is what the commander wanted. This panel is notorious for always handing out guilty verdicts with maximum punishments. The article 15 was pushed through based off an MFR written from second hand account and heresay. Think about that. Not even a sworn statement, an MFR and the soldier was still found guilty of the article 15 despite picture evidence and in person testimonies to the BC stating evidence to the contrary of their alleged actions. A court martial wasn't worth the risk and at least this way, they were able to do their extra duty and pcs away from there.

Article 15 or “NJP” is regularly used to punish service-members who do something that is either not technically against the rules or get in trouble with the local police (DUI those types of things, not if you get pulled over).
NJP is abused by some commanders.
When I was active duty I put a sailor on SIQ (Sick in Quarters) for four days (the maximum I could) because she had a 103.9 degree temperature and tested positive for the flu. It was as much to protect her health as it was to protect those she cares for, as she was a corpsman in the hospital…in the area where all of the chemotherapy patients stay.
About a day later this captain came in (An O-6) and walked directly up to me with my Chit in his hand (military form), “Revoke it!”.
My chief, a Corpsman with a Purple Heart who had served in Combat on 6 different deployments since 2001 stepped in between us as the Captain talked about how this particular sailor was the only Corpsman on staff for that floor that could use the pharmacy machine.
“I can’t do that, it would go against the Core Values.”
This is a common retort in these situations. The core values being: Honor, Courage and Commitment.
He screamed for a few minutes and told me that he would ensure I got NJP for this.
    “Cool.”
I didn’t get NJP but the hospital’s commander did come by and ask some questions of me, I showed him the Patients chart and he was flabbergasted that I had to even explain. If she had been sent to work, that Flu would have spread like wildfire around the ward.

When I was in college we had a big presentation that was essentially our exam, 30% of our final grade. This was an optional class, Vampire Mythology, so all we had to do was pick a vampire movie and then go into detail about the mythology, references, history etc. Of the three of us, one girl dropped out and the other was a guy that contributed nothing. I picked "What We Do in The Shadows" (a comedy movie) so it was supposed to be a fun project. On the day we were supposed to present the guy sat down and saw the printouts I did of my slides. He was like "Sweet let me see my part". I 'politley' reminded him that those were my slides (we each were supposed to present our own slides) and not so politely pointed out that since he didn't do anything, he didn't have any slides to read. He didn't even watch the movie! So he bullshitted his part during the empty slides that I left for him to fill. I had spoken to the professor ahead of time, and we had one of those group contracts, so I did fine and he failed the class.
This guy was in my program, so that wasn't the only class I had with him. The next semester I got put into a group with him again, hoping he had learned his lesson. Nope! The deadline for the (very simple) project was looming and he had contributed nothing at all. So, as the socially anxious nerd I was, I texted him that "I am not going to carry you on this" and reminded him to do his part. He managed to do it that time.
During that same semester I overheard him on a phonecall with a friend "You drank nail polish remover?" I thought, oh man what? his friend is going to have to go to the hospital! Then he said "Nah man, that's weak shit. I can drink a while bottle of nail polish remover." And that's the day I learned people drink acetone to get drunk faster? The program we were in was ANIMAL CARE! I really hope that if this guy did manage to graduate (after failing a handful of classes and having to do another year), that nobody ever hires him to take care of anything. Just another rich spoiled idiot looking to party in college.

I had a similar case to the group mark case
It was a huge group assignment meant for 6 people; detailing the cities entire train network and logistics as well as a proposed expansion project and how that is likely to affect things and whether it’d achieve the intended outcome in theory
    About 26,000 words in total
    Two dropped out, one houdinid
The three of us working pulled so many all nighters in group calls working things out and we’d always take meeting minutes (that we had to record who was absent, etc)
I did these for every meeting at the semesters and houdini was absent everytime
When we were coming up to deadline, houdini hadn’t sent me a single section of his roughly 6k words worth of work
Eventually I just typed in the group chat (as I’d finished mine and was the one drafting and editting it all while the other two guys sorted the bibliography) that he can either do his section or we won’t be putting his name on it in anyway
I ended up writing 13,000 words of this report over a week of a few hours sleep per night (some nights none at all)
Finally on the day of submission after I’d put in the chat that I’d finished the last bit of drafting etc and we just needed everyone to sign the group declaration form
This declaration form included a breakdown of what sections each person did and had ot be submitted with the meeting minutes
I filled in his name for it and asked him to sign it and fill in what he did (knowing well he did fuck all)
Then I submitted the report, which didn’t have his name on it at all, meeting minutes showing he never showed up once and the declaration form showing the “sections” he did (i.e. none) that he signed as well
I regret nothing, it was funny as hell when he realised he’d signed a declaration saying he contributed nothing

A couple years ago I got my nephew a garbage truck at a garage sale. Because I'd already seen my brother-in-law remove batters from my nephews noise making toys in the past I decided the garbage truck had to stay with me. At the time I was babysitting him a lot, so I brought it over any time I was watching him and of course he could play with it when he came over. Now it mostly just stays at my house, because I don't baby sit often and when I do it's usually here. He and my other nephew love to play with it when they are over. Most obnoxious thing about it is when you push a button it says various phrases as a garbage collector including one that say, "I love the smell of trash." Hearing that makes me wrinkle my nose, but it's still fun watching them have so much fun with it.
Oh, and due to the battery thing, the noise toy I recommend the most is a large plastic tube that your swirl around in the air. It makes an interesting sound that intensifies the faster you move it AND it can double as a hazard for hitting things and knocking them down if they don't play with it outside in the open.

The last story about company expenses reminded me of an incident many years ago. At the time, I was the operations manager at a UK branch of an American company. I went to see the MD who was clearly fretting about something or other:
MD: "This new project has come to a complete halt. There's something going on over there, but they won't say what it is."
Me: "Well, I'm due to go over there sometime anyway, so how about I bring the trip forward and go sooner rather than later."
MD: "Excellent idea, when can you go?"
Me: "Any time - today if you think it's important."
MD: "Fantastic, nip home and pack your bag and I'll get Jenny to book you on this afternoon's flight."
So off I went to pack my overnight bag.
Wife: "Hello, what are you doing home at this time?"
Me: "Something's come up and I've got to go to New York this afternoon, so I've come back to pack a bag."
Wife: "I'm going out tonight, remember? And you're supposed to be looking after the kids."
Me: "Oh, sorry, I forgot. Can you get Whats-her-name to babysit?"
So, off I went to New York and when I returned (having solved the MD's problem), I submitted my expenses and included the cost of the babysitting. A few days later, I got hauled into the financial controller's office.
FC: "What's all this about? You can't claim for babysitting on expenses."
Me: I had to fly to the States with 3 hours notice when I was due to be at home looking after the kids while my wife went out - something she'd planned ages ago. The cost of hiring a babysitter was a direct result of me giving up my evening on behalf of the company, so I thought it was quite reasonable to claim for it."
FC: "Sorry, I can't allow it. The auditors would never approve it."
Now any reasonable FC would have said, "OK, I understand, but the auditors would query it, so put the amount though as a taxi or something with no receipt and I'll approve it."
It was only a tiny amount, compared to the cost of the trip, but naturally I was completely p***ed. I had given up my time at short notice and this was the thanks I got. Needless to say, I never flew anywhere with that company every again and in fact I left a few months later.

Yarn. When I was 7 years old, I got myself a ball of yarn. What to do with it? I did not yet know how to knit or crochet (I learned that at 8 years old), so as a clever and industrial child ;-), I went around the house and TIED EVERYTHING TOGETHER.
All the cupboard doors? Tied together. Closet doors? Tied shut. Every pair of shoes? Tied together. If it could be tied, I tied it. Going up and down the stairs was an adventure, because we had RAILINGS! On both sides! Everybody loves an obstacle course, right?!
And I did this right before my Grampa came for a visit.
I tied his luggage up, too. It was a matching set, so naturally every piece had to be tied closed and tied to each other piece.
It took me a few days, but I did, eventually, use up every last bit of that first ball of yarn.
    Ah! Happy Days of Youth!

Fun Military Facts: The US Army has almost 500,000 members in it. Article 15 is a “career ender” for most people because getting one makes it harder for you to rank up. In most cases, you get a promotion to the next rank, and if you stop getting promoted, then you’re eventually let go from the military. And lastly, working in the armory is a VERY VERY serious job; if someone loses a rifle from that armory, the entire base is locked down until it’s found and usually people like this commander would be fired for it going missing.

The 142 million represents the entire workforce (civilian), while the 1.3 million, about 1% of that, are in active service, so you could say he was one-in-a-million. Between those two figures there are plenty of people working in the civilian military-supply industry..

I did 20 years in the US Army and retired as a Chief Warrant Officer 3. Article 15s can cripple a career in the Army. However, you can refuse the Article 15 and request an Article 32 hearing and a court martial. This is rarely done, but an Article 15 (AKA NJP for nonjudicial punishment) can really end your career before it starts and label you as a problem.
Never got an article 15, but I did get yelled at a ton. Didn't hurt my feelings

UGH....group projects, the absolute bane of my existence. Before I graduated college, I was in a group project myself.
I'll give you the short version.
    We have me: the peacekeeper
A--The group leader ((and friend later on))
and Z ((not their names, but you get it))
I had met A and Z when we were all in the same class together. The first time we sat down, A and I ((sophomores, no less)) overheard a freshman whining about "bUt wHyYYyyyYYY aReN't wE oUt oF sChoOl?! iT's rAiNiIiIinGuuHHhh!!! ((YES, exactly like that))!!!". I told them that "Well, sorry, but this is the *REAL* world and you don't get breaks even if it's raining!", to only be met with huffs and stomping feet as they stomped out the door. I flashed A a knowing look over my shoulder, to which she nodded in silent agreement, as we continued setting up for class.
    THEN CAME THE GROUP PROJECT.
A immediately snaps into leader mode, when the three of us make a group, and Z had a horrible case of freshmanitis. A and I did all the work while Z tried her hardest to keep up the expectations of A, which okay, I get, and me being the person that keeps the peace between the two, texts, cleaning of the park, and putting all the info on a posterboard to present to the college.
We put our blood, sweat and tears into that project, and many huffing and puffing from both sides later, we get our passing grade and I graduate.

There's been some discussion in the comments I wanted to address: (yes, i know im 2 years late but I still don't see a clear explanation anywhere so i dont care)
ART 15: not a wartime thing, just a thing to hand out punishments with some paperwork involved that can or cannot follow and hinder your career based on the severity and level. There are 3 levels summarized, company, and field. Summarized means the commander can only take your time (for reference this means being in uniform and on duty for 14-16 hours a day), but you are literally not allowed to defend yourself or appeal this decision in ANY way, it does not follow your career but effects any possible awards or promotions you had pending and or could have been in line for. Company, can take your time and/or money, they can take your time for a longer amount of time, or kick you out of the army, this one you are allowed to present evidence to defend yourself, but its hard, usually the person saying you deserve the art 15 (your "manager") and the judge (your commander) know each other pretty well and officers are taught to trust their "managers" and the judge is still pretty early in his career but your manager has been there a long time. People can come speak for or against you but only if the judge allows them to. If you didn't do it you likely will only get a slap wrist (yes, even if you're innocent), if they both don't like you then hope for the third kind. This one can technically follow you if someone is paying attention but it usually doesn't and has the same effects on awards and promotions but for a longer time period. Field grade, the worst to face the best if you're innocent, your judge is now your managers manager or higher, they don't particularly like having their time wasted, if you're innocent and have the evidence often your manager AND commander will get in trouble. There's usually an outside investigation involved not always though, depends on the new judge. Others can speak at these for or against you if they are invited, you have the ability to invite. This can take more money, more time, your rank, or just kick you out. Depending which job you have these can be career ending, they likely are because now you probably hate the Army and all future commands and managers will treat you very negatively simply for this having happened regardless of what you say or show to explain. (ignore anything about court martials they are a thing but are in no way relevant to understanding the story in the video)
What are these given for? 2 pieces of paper, sometimes 1 piece of paper and a manager saying "well i talked to them about (insert topic) before too." That insert topic and piece of paper or the 2 pieces of paper need not be for the same things. The pieces of paper can basically be for anything, some are sensible, disobeying a direct order (doesn't need 2 in this case), disrespecting an officer, punching a superior, and also nonsensible things, I think your hair is too long, i think your hair is too short, i think you aren't wearing your bun correctly, your pockets look baggy, oh because you're caring all the stuff I require you to carry in each pocket? too bad, its 1900 (7pm) and you have beard showing now, i know everyone says you were here on time but I didn't see you, your car insurance wasn't paid on time, there's a crack in your windshield, your kid got in trouble at school, you didn't talk to that person the way i think you should have even though you followed all regulations, you have an indescribable "attitude" problem, your face makes me want to punch it, i gave you the wrong information but you figured out the right information so you did something different than what i said, i gave you the wrong information but you did not figure out the right information so you did the wrong thing, you don't know how to do a task you aren't trained on or is entirely outside of your job, you take too long doing paperwork, someone else lost a thing you were signed for you were ordered to sign for the thing.....etc etc the Army's rules are written in a way that me as your manager can exploit them to all hell if i want to, this is not MEANT to be used this way, it is open to interpretation so I don't HAVE to punish you in a dumb situation. But it is also meant so that if i CANT punish you for something you got away with i can for something else. This system is often abused but works wonderfully when used correctly. The Commander in the video likely wasn't going to write an ART 15 for Disobeying a Direct order but was either going to use disrespecting an officer or make something up.
MEDAL: yes he absolutely could have and likely would have. #1 in a loosely technically Army wide competition makes commanders feel good and they like to be showy, commanders don't get to brag about themselves directly so giving awards is usually what happens after something draws attention to how well an army base is performing. An AAM is worn as a ribbon most often but it is in the name Army Achievement MEDAL, there are full medals of every ribbon just its annoying as hell to set it up so it is extremely rare. He probably would've gotten an ARCOM for this.
Broad stokes Certificate of Achievement, you impressed your direct manager or team lead, AAM you impressed a supervisor, ARCOM you impressed a regional supervisor. MSM you're retiring, anything else you do that is worth this will get down graded because "well it wasn't 20 years" its a tradition thing. There's also the soldiers medal, you saved someone's life (In the US), normally more than one, the news got involved and the Army is showing good face. Imagine pulling people out of a burning car right before it explodes, you then proceeded to provide life saving first aide until the ambulances got there, there weren't enough paramedics so there's videos of you (preferably in uniform) still conducting CPR with the medics and lights flashing and the burning car as the back drop. (really not joking, if there's no news story no one actually gets this award) it's the noncombat equivalent of the Medal of Honor.
Arms Room: Imagine working at a bank but there's one teller and they are standing in the vault and there's a jail cell door and bars between you and them even when its open, if its closed its the big cartoon vault door. The vault is full of locked lockers that have rifles with another lock into special stands. there's some other stuff too but that's not important. The armorer is the person with the keys to the vault door and the jail cell door, its is VERY often understaffed no matter where you are and VERY often staffed by someone lower than the rank it should be. As the story tells it, its kind of a shitty thing. Units will call you at all kinds or ridiculous hours to come open the arms room, no they don't schedule anything, no you can't tell them no because they didn't schedule anything. If someone wants the door open you have to go open the door. There's also a big security check you have to complete when opening and when closing the arms room so someone coming to sign out 1 rifle can easily eat up an hour and a half. Usually anyone of high enough rank to do the job finds an excuse not to do the job and it gets pinned on someone who can be described as Clever and Lazy because they are the only ones competent enough to do the job while not finding an excuse out it because they decide the perks outweigh the negatives. This story is actually extremely common in the army, having someone (especially at a lower rank) with a responsibility that removes them from stupid made up BS will quickly lead to someone being mad that that soldier isn't having to do the BS and finding some way to make trouble before someone more important has to tell them they are stupid because the BS is just BS and the responsibility is a necessity. Its not often its an officer being the dumb one unless they are prior enlisted. Also yes, you can sleep in the arms room, it happens, a lot. you're waiting for a unit to come back because today is friday but they dont actually show up till 4am on saturday, people sleep with the jail cell part closed, no one is mad they do this. In fact they are very excited the armorer was waiting because now they can go home instead of waiting for what feels like forever after being in the field for a week and missing your video games and/or family and/or alcohol for the armorer to arrive. Are you allowed to put dirty weapons in the arms room? No. But its saturday 4am and i want to go home. who is going to point out the armorer that us promising to come in first thing monday to clean our weapons is technically against the rules?
In short thank you to every armorer that has slept in an arms room and let a unit come back the next work day to do the cleaning, you all are truly the unsung heros of any field experience
I know there's more confusion and incorrect stuff in the comments but this is already more than anyone really should waste time reading about this if they aren't already in the military and people are surely going to comment telling me how wrong i am too with exceptions and branch differences and "this one time" stories but if you were confused by the video you should now understand how the commander intended to get away with writing an art 15, what an art 15 even is, and what an arms room kind of is and how/why this happened, and that nothing in the story screams oh this is a lie. The only part that may be an exaggeration is maybe it was "best in the army.....in germany" or something, or not the best but highly rated. But honestly we give out a lot of "best in the army" stuff to a point im suspicious, pretty confident there are probably several "best in the army" armorers and other jobs running around at any one time. not that the people who were told they were the best are lying but the people who told them are the ones exaggerating the scope of their investigations or reviews.

Former Air Force E-4 here, and her saying she is going to give him an article 15 for not signing would get her in SO much trouble. She didn’t even try and give him an LOC (letter of counseling) which has to come WAY before an article 15, and those are pretty much saved for people who totally f***ed up. Like DUIs and stuff like that.
Not only that, but in the military (all branches) you are allowed refuse an order if the order is unlawful and the fact she was trying to get someone in there for that job who didn’t have clearance (especially for the armory) is a huge unlawful order. He could of used his chain of command to get the her in trouble without letting someone without clearance in there. (Though the “under duress” was very smart of him.) I honestly wouldn’t of signed it at all, and informed her that I couldn’t sign it because what she was asking was unlawful. She would of had to to get in touch with someone above her, of go to his supervisor. And then still got in trouble. Granted his guy sounds pretty young, and I know all this massive info because throughout my whole time in the military, I always worked with my commanders and higher ups (we are talking Lieutenant Colonel‘s, and Colonel’s mainly. Some Majors and Captains… heck, one of my supervisors was a Captain one time.)
And just for those who don’t know what an article 15 is, it can kill your military career. Like they can take rank from you, and even stop you for advancing your rank, and you HAVE to advance (especially E-0 through E-5… once you hit about E-6 there isn’t as much pressure because E-7 through E-9 only have so many, something to do with % within that branch of the military, like only the top 3% can ever make chief Master Sergeant which is the Air Force’s E-9 rank.) or they can discharge you from the military. I’ve seen it happen! And you can get an article 15 even when you are just at your permanent station, it’s not something you can only get while deployed.

Your summary of "Article 15" was basically correct. It's called "administrative punishment" because it isn't punishment issued by a court. The issuing officer (typically a unit commander, but there are exceptions) gets to say "What you did was wrong. Here's your punishment." It can be appealed, but the appeal is to the next higher commander (usually a no-win situation). There are limits to what the punishment can be - a certain amount of money and or time spent doing "punishment" work (like cleaning, painting, etc).

A BIG screw up is an article 15 (AR15) where you lose a large chunk of your paycheck (up to half) and up to 45 days of extra duties. Anything bigger than an AR15 is UCMJ. In conclusion, a counseling in a speeding ticket, AR15 is community service, and UCMJ is prison

The armorer: I‘m neither in the military, nor American, but I do know that the co refers to article 15 of the ucmj, which I believe the navy calls a Captain‘s Mast. It‘s not only for war times, but for minor incidents that the co doesn’t think warrants a court martial (or, bother the JAG Corps). However, according to the UCMJ, any service member, except those embarked or on a vessel away from its home port, can refuse the non-judicial punishment and insist on a court martial. If the member accepts, he or she can bring a representative to the hearing, present evidence and the CO has to take everything into consideration. Also, the penalties are limited, so for minor infractions (that could be punished more severely in a court-martial), a non-judicial punishment can be a good choice - especially as it isn‘t registered as a criminal conviction by a federal court (though it will be placed in the service records).
So: Either OP doesn‘t know very much about the UCMJ (I got most of my information from TV and a few more details from the internet), or the story isn‘t entirely true - because it‘s highly unlikely a JAG would proceed a court-martial because a service member did exactly what he/she is supposed to do, even if his CO doesn‘t like it. On the contrary: The only possible reason for an Article 15 or a court-martial in this situation is for not obeying orders. While any service member is required to follow all LEGAL commands issued by a superior, the order to sign a document that would break the law (like, passing the responsibility for the armoury to a person lacking the necessary clearance) is clearly no legal order and must therefore not be followed.
As the Lt. got reprimanded for following illegal orders, the appropriate way for OP would have been: 1. refuse to follow the illegal order, 2. not sign the papers, but request a court-martial under the UCMJ, and 3. contact the Captain‘s CO and the Army Judge Advocate General‘s Corps. Likely the same outcome for Cpt. Stupid, but no reprimands for the (ill-advised) Lt. - but no „exercise vacation“ for OP, of course…

One of my best friends has a little daughter. At some point in my life I somehow got a container full of those whistle things that coaches use at games etc, but from cheap plastic. They make a hell of a noise. It has become almost a tradition now, that every time they come around she asks for a new one, because the old one mysteriously disappeared. I would of course kindly offer her a new one, with her dad staring daggers at me, because he would have to come up with another way to make it disappear again. It's a great game, I love it.

An article 15 can vary wildly at the commanders discretion. You could just get extra duty or if you really messed up/the commander hates you the punishment could include; extra duty, halving your pay, reduction in rank, prevention of future promotions (career ending if you're not highly enough ranked,) removal of security clearences, bunch of situational specific consequences, and recommendation for a DD-214 (papers for separation from the military.) These punishments are all on top of anything the military AND civilian courts want to add on top. Fort Leavenworth is not a place you want to be sent to.

That manager was known for three things. Intelligence is not one of them. (Military story)
Gallon Ice Cream story: Seems to me they were being lazy and didn't want to put in the extra work.
    Basketball car story: Clever.
Armorer story: That manager seems to be stupid and stubborn.

NJP or Article 15 is offered in lieu of a courts martial. It is for minor misconduct and has a limited amount of punishment ranging from reduction in rank, confinement for a small period of time, loss of pay, etc. It’s used, generally, as a way to save an enlisted person’s career as while a NJP doesn’t look good on your jacket being brought up on official charges is often a one way ticket for a Big Chicken Dinner (Bad Conduct Discharge or worse Dishonorable Discharge.)
Article 15s have to be consensual, though. It’s similar to a plea deal with a prosecutor except it is the enlisted man’s CO who acts in that capacity. It’s a way to stop the discipline process short of courts, judge advocates, etc which can get out of hand. I disliked having to do them but that is your job sometimes if you’re an officer.
You can refuse an article 15 (which would have been the correct decision if she brought him up on charges) but then you’d be brought up on official charges and potentially court martialed. Considering she was giving an illegal order the correct response from this gentleman would be to politely inform the captain that she is giving an illegal order. If she persisted, your options are either to go along with her order or refuse it, if you do the latter she’d bring you up on charges - you don’t want to accept an Article 15 from her though because you’re in the right, so you refuse the NJP and make her bring formal charges which will involve HER commander, the judge advocates, etc. If her CO finds out she is trying to bring charges because she is ordering the only qualified armorer off base it won’t end well for her.
