Pretty sure that the 1st hokage had to invent every single wood style jutsu he ever had because he's the only natural born wood style user. I guess you could argue that Asura Otsutsuki created the buddha construct, but the thing is, unless it was written down somewhere and Hashirama found it, he still technically invented the jutsu. Unless you don't consider rediscovering lost knowledge as an invention, which is fair, I suppose, but as far as Hashirama himself, or any modern-day ninja in Naruto is aware that's Hashirama's jutsu, not Asura's.
It was never confirmed that Mito has the Byakugou Seal. It looks like it, but it wasn't confirmed to be it. Also, Tsunade didn't create the Byakugou Seal. She created the jutsu Mitotic Regeneration. It was revealed by Sakura in the Boruto manga (something the anime cut out for some reason), that the Byakugou Seal has been around since the SO6P Era.
