The whole process of flying with a firearm is rather detailed documented as far as I know. The issue is that the check in associate of the airline often enough has no bloody clue what to do when a passenger declares a firearm during check in. Often they just say no instead of giving the passenger the form to fill in and then check in their luggage. There were occasions where passengers returned to their cars to put their gun in the car nearly missing their flight. Ask me how I know 😂
