Turkey’s Plans for a $20BN Istanbul Canal

  • Turkey is planning on constructing a $20 billion canal across the city of Istanbul. Currently, ships passing through the Mediterranean and Black seas cross the Bosphorus strait, a narrow waterway that cuts right through the megapolis of Istanbul. However, the strait is getting congested and because of the 1936 Montreux Convention, Turkey collects zero revenue and has limited control over it. To solve this problem, Turkey is pursuing plans for a 45-kilometer long canal across the city, which would hopefully relieve congestion from the Bosphorus, collect revenue, and give Turkey more control over transit between the Mediterranean and Black seas. However, the project would also displace thousands, harm the environment, damage Istanbul’s water supply, and disrupt regional stability. Despite this, Turkish president Erdoğan is committed to the project and is hoping to start construction in June 2021.

    At the beginning of the video, it was stated that the new canal was "Environmentally approved . . ." then at the end it's deemed environmentally dangerous? And if dangerous cargo is being diverted away from Istanbul, why would you then build cities around the new canal? Seems very confusing.

      Erdogan wants to build it, Erdogan has massive control over all the branches of governemnt at this moment. If he wishes, it will be approved. Doesn't matter if 95% of oceanologists, environmentalists, other scientists,... say it's a bad idea. He will make it happen. If the scientists won't shut up, he might arrest them (same as the naval officers). That's the reality of living under a president that's becoming more and more authoritarian. Undoing all of Ataturk's progress in the meantime.

      Individuals, yes, corporations are a different matter. We know that companies will pay tolls to save time because time costs them money. See for example the Panama canal, it's stupid expensive to use it, but it's a lot more expensive to spend the time and fuel to go the long way around for "free". Now that case involves a lot more time and also involves a lot more distance, but If this canal saves shipping companies 14 hours of waiting, they'll be willing to pay up to 14 hours of operating expenses to do so. The question is all about whether the new canal's toll would be set at that appropriate level. (Turkey may have envisioned higher tolls than companies are willing to pay)

      time is money dude, sometimes the faster you manufacture the product the faster you sell it and if you lack components because of supply chains then not paying money might cost more than paying them. this is not direct cost but it is called lost income

      The Bosphorus is hardly an entire continent, like the the time savers you get from the Panama or Suez canals. The only way I see this working is if Turkey offers economic incentives, otherwise they have to compete against the Free canal right next to it, and Chinas new land routes.

      Time they spend waiting is time they aren't spending delivering products, fuel they're burning, and wages they are paying. If the toll prices are calibrated correctly, plenty of ships will take the fast lane.

      @@Leoninardo 14h in ship time isn't a big deal. The price will have to match. Sometimes there's a queue in front of the port anyway. I've seen a lot of ship wait the whole weekend to save some money.

      I mean dangerous cargo going through a canal specifically made for passage of large vessals is safer than it going through the bospherous where there is a lot of small ships , uneven terrain etc.

      @@ezflow5819 its built for qatarian investors who already bought the place around the canal. also the 20 billion dollars is coming from qatarian investors. none of the national banks wants to give credit to this project because the opposition says they will not pay it. all of the surveys shows that akp will be gone in next election. so they have to find money from Qatar. they are not idiot as well. theyll get their money from the buildings they built next to the canal.

      @@voozeex Suez canal saves one to two weeks of time and ~3000 miles of fuel. This canal saves 1 afternoon which is no time in shipping timescales.

    There are several problems with this video;
    1) The overall risk of passage through the Bosphorus is massive due to very dangerous zigzag curves. There are many accidents while sea vessels trying to pass. You can find footage of the recent ones on youtube.
    2) Proposed canal (Although, I disagree with the chosen route) is more linear with safer curves, hence it highly reduces the risk of any problems while passing through.
    3) Most of the planned residential areas, airport, and other structures will leave a buffer zone distance between themselves and the canal route, so any possible accident won't affect the structures.
    4) Montreux agreement cannot be bypassed with the canal. This is a misunderstanding by the video's maker. Even with the canal, Marmara sea passages will be overseen by the Montreux agreement. To bypass the Montreux, one needs to create a canal from the black sea directly to the Aegean sea. Montreux agreement oversees all passages from the black sea to Marmara and, Marmara to Aegean by straits (and vice versa).
    5) If Turkey uses the proposed price of passage by the Montreux agreement, the country would get around 3-4 billion dollars annually. However, due to some political problems in history, Turkey greatly discounts the price of passage for the last 30-40 years which earns around 150 million dollars annually.
    There are other problematic parts of this video but I will not go in to detail due to some of them still being discussed in Turkey's political and academic circles. Personally, as a Turkish Citizen and a civil and transportation engineer with a Ph.D., I don't disagree with the idea. This is not a new idea for Istanbul, it got hundreds of years of history behind it. I think the country needs it at some point. However, chosen route for the canal is not right in my opinion and makes it more expensive. And most importantly, this is not a priority for Istanbul at least for another 5 years. But, I would warn the watchers of this video that, this type of videos is mostly created by surface information and not in-depth knowledge (which is understandable, you need to learn Turkish to get more in-depth information first).

    The Panama Canal reduce the shipping distance from the Atlantic to the Pacific by 15,000 km. The Seuz Canal shorten the shipping route by 8,900 km. The proposed Istanbul Canal will increase the shipping distance by 14 km.

      since it has no goal in reducing distance, but averting an agreement that is only beneficial to everyone else, but the owners of the territory and the ones who has to maintain it, it is a valid demand, in reality, the montreux convention should have been invalidated long ago, but it is way to convenient for russia and even to the other major players, so it is still forced on turkey.

      the northern part of the canal is called district of başakşehir and oftenly labelled as the district of erdoğan. ministers and qatari arabs have lands to sell there. even there is a football club called başakşehir fk which is offically sponsored by ministry of health. erdoğan is trying to increase his gains from başakşehir and create a ideal city center fulfilled with erdoğan voters that can be herded easily

But based on my history knowledge, Turks in the South or East side of Middle Asia are under the Chinese influence, always has been and still is. Turks in the North of Middle Asia and Azerbaijan are heavily affected by the USSR at the time. But if you are asking for a short term for it, I don't really know, sorry.

    $20 billion dollars seems an absurdly optimistic cost estimate. I'll bet the bakeesh alone will be half that. Where do they plan to move all that dirt and rock and what's the plan to service it to keep it open. Realistically it needs to be two parallel canals so that you can have two way traffic

      20$ is just the cost of canal. Bridges cities and ports arent included. The real price is way higher, Erdoğan says canal will cost 20$ all the time to make it look cheaper.

Private investers are going to pay for everything and they are going to run it for 15 years. while paying taxxes etc to the gouverment and after 15 years they will transfer it to the gouverment for free. Its a PPP project

    Few corrections:
    1- Bosphorus is not free. You can check on the tariff via web search. They are planning to take at most the twice of the existing price. Which doesn't justify the canal.
    2- There are no long waiting queue for the Bosphorus. Given 14 hours waiting time is the maximum time you can wait in a daily basis. In very rare occasions they wait more than 24 hours but it is very rare.
    3- Annual traffic of Bosphorus is decreasing since 2008. So there is no need to increase the capacity.

      ​@@sunset-inn I think it is because average ship size is increasing. Although the number is decreasing, total weight of passing ships is increased. However, same did not occur for Suez Canal. There, ship number stood constant with increasing total cargo weight.

      @@birdost4872 I don't believe the government's future estimations because I pay many guaranteed bridge toll without even passing the bridges. (New Çanakkale-Gelibolu bridge is guaranteed to have 45000 passes in a day which is not even achieved in official holidays) It shows that the government is very bad at estimating the future traffic and usage. After 50 years, it may be necessary but I don't believe that it is the time now. And making a new city (which is actually the main reason of making this canal) so close to the existing city center is going to fuck up the existing traffic of the İstanbul.

    We have more vital issues to focus on. 1) The up coming earthquake of Istanbul, the poor buildings, supply chain, hosting ares etc. 2 ) The marmara is crying and dying, we have to purify the waste waters of Istanbul and cities of Marmara. And use for gardens etc. There are more too. But these 2 would be enough to make new Istanbul instead of a canal.
    The explosive contents can go to canal. But we will make new settlements and buildings araound the canal. So this is not a real reason.
    We get passing fee from bosphorous. The government can increase it up. They have enough evidence,proof and right to do this.
    As the bosphorous has a widthness of 500mt at the narrow point, and still risky. I do not get how 150mt-200mt canal width would be enough to supply the safety of ships and zone.
    16 miilion people has a problem of water supply every year. The food is coming to Istanbul from south and all over Turkey. That's a point that the lfe is expensive in İstanbul. But we ruin the zone where can be the fields of Istanbul for passing ships. Interesting.

If you print money, or somehow create money out of thin air, that reduces the value of the currency, since you didnt change your economic power, but just caused inflation. If you print money AND make more stuff, then that printed money will not cause as much inflation, since your economy grew.

    The numbers of the ships that passed through Istanbul; 2008: 54K, 2013: 46K, 2018: 41K. And it goes lower per year because there are much larger ships that carry more tonnes of material. And they think that in 2030 the numbers of the ships that will pass Istanbul will reach 100K per year? Talk about corruption :)

      What are you talking about ? Channels are not charged per ship. A fee is charged in terms of tonnage. In other words, 1 ship pays according to how much cargo it carries.

      2- Even if 200 ships pass through the canal a day, it is unfortunate that the ships that will pass will be large ships and ships carrying dangerous goods, that is, it will help to protect the natural strait.
      3- Transit vessels have to pass through the route determined by that state while passing through the canal. so they don't have a choice.

AND the project will be constructed on 70% gouverment property. Only 30% of this whole project is particular/ private property.       if the gouverment would wanted to destroy every house in bad conditions istanbul to built better ones for earthquake, it is estimated that there is need for 200 billion USD because you need also buy the property of private people and believe it or not, but some dont want to leave the house while they know its dangerous, but they refusee to make deal with gouverment hoping that they will get maximum price for their house. He has house maybe worth 100.000 but he say i will leave my house if gouverment pays me 1 million. for example. Hes trying to take advantage of the system and this causes delays.

    Unfortunatelly;
    *The land around of the Canal has been sold to the Katar goverment.
    *People who living there forced to leave without any help. Even farmers with lands and animals.
    *Istanbul is very dangerous city because of earthquakes. Our goverment is refusing taking any prevention about it and creating a crowded island around there is not the best thing we can do. We are not going to be able to safely leave the area.
    *Sea of Marmara is already dying due to pollution and sea snot. People cant even go fishing there anymore. Goverment ignored it since 2007 and still refusing to search for any solution.
    *We have a huge inflation going on. People started to suicide due to life expensiveness and unemployment problems. But the Canal is going to cost us because everything wich went true it will be higer on prices.
    * According to experts, the Montreux Convention is really important for being able to act neutral under any pressure from another countrys. And this is life changing because Turkey cant affort any kind of war with this economy.
    *Istanbul is not the best place about natural sources. Unfortunatelly there is a huge water problem and our forests are fastly being destroyed with buildings. Noone thinks Canal is going to effect this with positive way.

The bridges are made with our money but still costing us really high prices. Goverment giving promises about car numbers to foreign companys, because they are the one who made the bridges, and when the promise couldnt kept (its actually impossible to keep it anyway due to car numbers) we are the ones who pays for it. Even people who arent using them are paying huge amounts. If its not good for people but good for Erdogans pocket, it would be a dumb act not to be against it. But Canal İstanbul is a whole new story, not because its bad for our money, but because it destroys our natural beautys and creates dangerous stations for human life. You dont need to be a genius to understand it, just make few researches or wach videos like this one. It should be enough.       Because areas where the project will take place have loose soils but most importantly those areas are susceptible to liquefaction. Due to the natural sites (watershed, reservoir, etc.) the soil is saturated which is prone to liquefaction and enough to cause damages when there is an earthquake.

    As someone living in Istanbul, I am definitely against the project. They are doing their best to slaughter the historical and natural beauty of the city. This is not New York. You can not find the historical and natural beauty of Istanbul in every city. They destroy the things that make the city beautiful. The whole plan of the government is always directed towards Istanbul. There is no plan to develop cities in Anatolia at all. Since the cities in Anatolia are not developed, the people prefer to live in Istanbul. I wish that instead of this canal project, focus on the development of cities in Anatolia. Istanbul is fine in its current state.

      The land surrounding the canal is already sold to the Qatari gov's royal family members. Which no one really mentions. Also Turkey is bankrupt -46 billion USD in their central bank. Also the world doesnt know (maybe does) but during the CVD19 pandemic this was the only country which its president asked its people for donations to the govt to help with the pandemic. In return the govt helped out other poor nations instead of its own people. Thats how corrupt this regime is. The danger is all around with this regime.

    I seem to recall that under the Montreux Convention, Turkey can subject ships passing through the Bosphorus to sanitary inspections?
    That seems like an easy way to force traffic into the canal -- make the inspection process so slow and onerous that it becomes more economical to just pay to use the canal.

    It does not bypass the Montroux convention. The convention applies to the Turkish straits which contains Dardanelles(Çanakkale) Strait, Marmara Sea and Bosphorus(İstanbul) Strait. A canal could only bypass the convention if it is built between the Agean and Black Seas directly. So the rules of Montroux convention probably applies anyway. This means military vessels are not stuck in Bosphorus but they are stuck way before in Dardanelles strait.
    In the convention it says Turkey can collect some toll revenue from the straits based on some standards that were aggreed in that times. As you guess, as the time passes and inflation happens and the toll price that Turkey can collect becomes basically nothing in today's purchasing power. An update can be done for that, maybe to increase the toll based on inflation or something like that.

      But the Montroux convention is about the transit through straits. No where in the articles does it say that military vessels aren't allowed to enter straits without going through. Using the canal won't count as transiting the straits as it is not a strait. So it is in fact bypassing the convention.

There are limits for both the native nations and non black sea nations, for example if a non black sea country wants to send a military ship to black sea, then it must inform turkey at least 2 weeks in advance, the ship can stay in black sea at most 3 weeks, submarines must go above water, no aircarft can be used through the passage and the total amount of foreign military ships in the sea must be below a certain limit. So the convention is also about the military ships that can stay in the black sea. As far as i know, this rule is mostly benefiting russia and formerly ussr by keeping their near costs free of foreign military.

    Two errors:
    1 - all ships, no matter what flag, do pay for passage through the straits.
    2 - construction of a canal doesn't allow Turkey to operate outside of the Montreux Convention as the convention applies to ships passing through the Dardanelles strait too. In order to theoretically bypass the convetion a canal from the Black Sea straight to the Aegean would need to be constructed.

But, the general consensus is that these mega construction projects is how government funds are diverted to construction companies allied to the current government which in turn spend some of the money to assist the government during election campaigns. There also seem to be numerous people in government who are personally benefitting as there is no other way to explain their current wealth.
      The major problem in the long run is that the government doesn't even actually have such funds, but is borrowing to fund the projects through the Public Private Partnership model which has been a catastrophe. Basically the debt isn't reflected in the government accounts because it's the private firms who are taking the loans, but in exchange the government signs long (20 years+) contracts with payment guarantees and also acts as a guarantor of the loan. So, if the company somehow goes bankrupt, the government has to take over the loan payments. Best part: incase the government is ousted in a future election, the contracts are made in London so British courts have the final say if a future government tries to annul the contracts.
      Sorry for the long reply. As a Turkish citizen it is infuriating to watch what is happenening for over a decade with nothing to do and no power to change the course of events.

    For anyone that has been in Istanbul before, you will know that it has some of the worst traffic in the world. Making part of the city an Island is going to make gridlock a whole lot worse especially on holidays when everyone will try to leave the city to visit family to both the East and West of the city. Just for context, I have been in 4 hour long traffic jams between 2011-2014.
    In addition to this, the bridges going over the new canal are likely to have fairly pricey tolls, where there weren’t any before.

    while millions of people running small businesses having economically rough times due to covid19 and looking for a support from the government, an unnecessary canal worth bilions of dollars can be constructed instead of helping those who need. Not even mentioning the damage it will create on Marmara sea which is already bleeding out. Hard times folks. Hard times indeed.

    there are some wrong information especially regarding the Montreux conventi the agreement includes Canakkale also which means the canal will not affect the situation regarding motreux so no US war ships in black sea

      @@hidrate3189 you mean "in the southern part of Thailand" instead of "south of Thailand". But the Freudian slip is exactly why there would be no canal. Thailand doesn't want to create a new border and cede all the land south of that to its neighbour, or even worse, a new country.

      The international community has actually tried to revise the terms of the Montreux convention to make it in line with straits that are used for international routes. Turkey refuses to do this however because non-man made straits would still be exempt from toll, and would allow for more free passage of naval vessels from non-black sea nations. But in reality if Turkey were to stop abiding by the treaties made during the Montreux convention it would upset most of the international community which could result in them getting a harsh letter at best, and economic sanctions at worst (probably).

      @@bni5075 Correct. But people are concerned if the government lets China build another canal to bypass the Dardanelles strait. That would mean a ship could go from Aegean to Black Sea without crossing the Dardanelles and Istanbul straits. How would Montreaux apply then?

    The cannal won’t let turkey to bypass the montreux convention because in montreux the dardanelles are also included. If a us ship wants to go to the black sea it should first get past the dardanelles and that would be againsts montreux.

    once the canal is completed the 14hour wait on the free route will turn into 5hour, assuming some ship will go through the pay route. that mean at the end almost no ship will go through the pay route. the only way to make ship go through a pay router is either stop the free route or make it inaccessible , or make it congest longer then a month. then most ship will pay for it.

    As a citizen of Turkey, eventhough there are some benefits of building a new canal, I don't want this happen for some crucial reasons. First and the most important reason is the environmental effects. It is already obvious that the Marmara sea is ruined by the dirt of surrounding cities and the European shits carried by the Danube River which ends in black sea. Black Sea mixes with Marmara sea via the bosphorus. The second most important reason is that politics and their relatives mostly Erdoğan's relatives bought big lands from the route of this new Canal. The lands were agricultural estate so they collected them by almost paying no money to the old landlords. Then they changed the statue of the lands as commercial and improved land so that they can build cool and expensive skyscrapers. This is not fare. It is not right to use government's power for one guy's right. Believe me 99% of the Turkey's population against this project because of this unfare enrichment whic they already did too many times before and it resulted impoverishment of the country and each member of this country. As a result, Erdoğan does not care about the country and it's population's rights as he said; "we will build Kanal Istanbul whether they want it or not."

    It all depends what you’re spending in that 14 hours waiting. If it cost you say $1000 for example to wait 14 hours or you pay $500 and you get to go right away well you just cut your losses in half. As long as it makes sense companies will do it

    As a turk, I can say that istanbul has much bigger problems. Geologists say they are expecting a big earthquake in istanbul. And the number of people of people living in old and neglected houses in istanbul is quite high. According to one estimate, hundred of thousands of people could lose their lives in a possible earthquake. And we, as people of istanbul, want our houses to be renewed before the canal. And also istanbul is already very crowded. Investments to be made in turkey must now be made outside of istanbul.

      At the current moment, there's nothing blocking US from entering the Black Sea. There's absolutely nothing. In April 2021, US military and Pentagon sent 2 navy ships with military personnel and equipment to the Black Sea. Turks just watched and took photos from the Bosphorus. US has never faced any backlash from Turkish governments in the Bosphorus, in the entire history of the Turkish Republic

      @@mvpwade Montreux convention only allows for warships no more than 30k ton and with a limit of 21 days. Plus they have to let the Turkish government know before they send the warships. So, this project surely would be good for US and other NATO allies but not sure if it would be good for Istanbul though.
