If you mean short circuit a capacitor, it depends on how big the capacitor is and what sort of terminals or leads it has. I would use a piece of insulated wire, stripped at both ends and touch the terminals simultaneously with the ends. If it is a big capacitor, expect a big spark and some damage to the terminals. Otherwise connect the terminals via a resistor to avoid the spark. If it is a really big capacitor, such as used in an inverter, definitely use a resistor. An ordinary capacitor would be fine to short. But make sure the appliance is off!
