That's certainly true but there are so few grams of electrons flowing compared to the mass of the paddlewheel that I don't think that alone can get it to turn that fast. I think what's happening is the same sort of thing as a radiometer… the electron beam heats up one side of the paddlewheel which in turn emits infrared light, and the radiation pressure of the emitted infrared in turn pushes the paddlewheel.
