Where you form your company and where your business is operating out of do not need to be in the same state. For example, you can form a Delaware corporation but headquartered in California. Amazon should allow you to change your business address since companies will move over time.
VPM's TruLease service helps you lease an office space that is available in one of our partner's owned buildings, no different from leasing an office on your own except that we offer certain conveniences and guarantees. You will sign a lease agreement to rent the office space. This office space gets you an address to receive mail along with the mail processing services so that you can read your mail online.
As for the utility bill, please note that VPM does not have a utility bill service nor do we GENERATE any utility bill. Upon request, we will provide you a utility bill that's under the lessor's name. This is because the lessor occupies the building and pays for the utilities for the entire building. Therefore, lessor pays for the utilities. This is a typical arrangement for many small offices who cannot afford to rent the whole building and vendors like Amazon accepts this if you're able to show this link and provide the proper documents to explain this.

Hello, I am using a virtual phone called "openphone" and not a fixed-line phone. Will receipts from that work as well or not? does it HAVE to be fixed line phone bill?

That is a question to ask Open Phone, www.openphone.com/ - overall if you are a seller on Amazon one of the following utility bills are needed for the Amazon registration process:
      1. Gas
      2. Water and Sewer
      3. Electricity
      4. Waste
      5. TV
      6. Internet
      7. Landline
The reason why Amazon asks for all these bills is because they need to verify that the seller’s physical existence is authentic and that no fraud activity takes place on their trusted platform.
Also, Amazon requires the utility bills to be within the last 90 days. You will need a utility bill which matches the name and address with the seller central account. If you are using the bill in someone else’s name, then you will need to prove the relationship between yourself and the person whose name is on bill.

My internet service provider company (office) is located in another territory (area) in same province (city) and my addess (mean where I live) is in different territory (area) but in same province (city). So will it create problem for my internet service provider company (office) and my address to be in same province (city) but in different territories (areas)?

Unfortunately, we aren't experts on what will and will not be approved with your Amazon Store for proof of address. What we do offer is a solution that many have found (utility bill + lease agreement) that often meet the requirements of proof of address www.virtualpostmail.com/trulease/. For your specific question I'd ask your internet provider and Amazon's Seller Support to ask if they will accept this with your account. Hey there what if I created an LLC for selling on amazon but my utility bill is under my personal name. What should i do?

This might be a better question directed to Amazon. But my guess here is that as long as you can show that you own the company (there is a direct relationship between you and the LLC), having the bill under your name should be fine.
