Yes, the cards should have been reduced back to their original cost when the Japanese fighter plane was bounced to opponent's hand. It was just a visual bug however; if you look closely at the end my B-26 bomber did 4 HQ damage after the order was played not 8. Could have made a big difference if the opponents HQ was not so low already.
