We started making fun of that, saying things like "Me when I stub my toe," "Me when I trip," and "Me when I bump into a wall playing Gorilla Tag." And I said "Me when I accidentally break the table." THAT is the real origin of "Never pause a movie."
Drawing smear frames is so fun to do honestly. It’s just so fun to go off model to create a stretched out version of your character with multiple eyes and mouths combined together
Is not just "make it dumb". Smear frames exist to give a specific sensation to the movement and weight to the model, the artist chooses that feeling by animating them in a specific way.
smear frames doesn't only exist to save time and money, you know. putting it like that kinda devalues the art of smear frames and how absolutely crucial they are to animation.

Smear frames are really good at showing smoother transitions too! Sometimes when frames are too sharp like those ai 60 fps clips, it become weirdly smooth. Even films adds artificial motion blur sometimes.
Small correction: Smear frames can also be used to give a better illusion of something moving really fast, try moving your hand infront of your face for a moment and you'll see that it's kinda blurry thats cause our brain is trying to fill in the gaps (like the gaps between your teeth/j/j)

Fun Fact: The clip from 1942 is from a short from "The Dover Boys" which was made by Chuck Jones (he made a lot of early roadrunner shorts) out of spite. He wanted his looney tunes shorts to have the same style as disney at first, but hus boss, Leon Schleishinger kept on complaining that his animations were too much like disney's. So he crammed in as many smear frames as he could and made the character's poses stiff but strong. He also made the backgrounds very simplistic since he grew to love minimalism over time.
