The capture card you use doesn't matter. As long as you can record the minimum HD limit, 720p 30fps. You can fix all this later. Render the 720p 30 video with Hybrid strictly to get 60fps. Set the bitrate to 10000 in Hybrid and Look for interlace and set fps to 60.000fps. Next step, use Handbrake to upscale to 4k 60fps and also compress the video at the same time. No need to buy expensive Elgato, there's free programs to render upscale video. 720p 30 is the bare minimum you need to convert to 4k 60fps and upload on TH-cam.
