    Can it be possible to negotiate “decline to file” so that someone’s never charged if that will look better on their background check/seal records?

    If you were arrested and the police didn’t witness anything, How can you ensure evidence is not be made up or exaggerated, especially if photos only need to be authenticated by the people who took them. There are some true victims, but there are other people who take advantage of the system. Shouldn’t there be some way to really verify certain evidence or photos? When someone alleges that someone else committed a crime, the person who arrested doesn’t get to take pictures or build any evidence until they let free. The police are going to try and convince the other party that whatever they see is also evidence because they want to justify their arrest. Additionally , the free party is also in the place where the alleged crime occurred with free access to the scene. It doesn’t seem fair.

    1. Negotiation. Time. 2. Go to trial. 3. Victim not interested, not cooperating.
    If there is "VIOLENCE" with a weapon, etc; if you are guilty = stop breaking the law and accept punishment.
    Is it a Crime, or Civil action in a State Court? In a civil case of DV, need to demand Grand Jury review, Miranda rights, Jury Trial, everything. If there is no violence, need to challenge the state law. Due Process and Checks and Balances are required for criminal "infamous crime" lose your gun rights, child custody, etc; from a record of DV conviction. Courts of Appeal strike down unconstitutional law every other day.
