One mistake.... Shankar was already dead...so captain Raju assigned the Shankar's athma( which he says is the good spirit ) to help his sister. So in the climax both mafia sasi and Shankar are ghosts( one good other evil). So captain Raju laughing at the end implies his mission to bring the good spirit of Shankar to help maneesha was a success.( You said captain Raju had to bring Shankar back to life....but that's not possible as he was already dead 😂).
