    10 best on a scale they mean. Best being number 1! Okay, I have to disagree with Quebec. I was born there and left 28 years ago. Currently moved back for family reasons, and I am ready to leave again...for the same reasons. French is the first language, and very strict rules around everything being in french. Even important government documents have to be translated at your own cost. Crime is still high, and although once the pride of Canada for cuisine, that is no longer true. The weather is terrible. Very hot and uncomfortably humid in the summer, and icy winters (high risk for falls!). I can go on, but I won't. Best of luck to all.
