It had previously been explained in original canon that slaying the younglings was to bring Vader closer and more aligned to the Dark Side. Of course, killing them meant that they would not grow up to oppose Vader and the Emperor.
I always liked to think that another reason why Anakin slaughtered the Younglings was to prevent them from enduring the same life that he had to due to the subjugation of the Jedi Order. Being separated and forbidden from contacting their parentages ever again, being forced to cut off all human and worldly attachments (with some hypocritical conditions and exceptions), and becoming soldiers of political warfare which directly contrasted the teachings of the Jedi. Hence, the tears that Anakin shed as he did it. Also, the fact that he was killing a bunch of kids while his pregnant wife was waiting for him at home, but that’s another reason.

It was actually a big misunderstanding. Palpatine said wipe them all out, thinking vader was only going to kill the adult jedi. Palpatine is evil but not evil enough to go around ordering the death of younglings. He was actually going to turn them into inquisitors or something but vader went and beheaded them.
It's really wild the truths Lucas was tapping into in all of these movies. As far as this scene goes, Anakin killed even younglings for all of the pragmatic reasons you described, but doing what he did was almost a sort of initiation ritual. In order to increase his power and rank in the dark side, it would take something truly brutal and horrific like what he did. The truth Lucas tapped into is that there are actual cults and secret societies that do this like the Sith do in SW. They'll do something horrifically evil, especially to the young and the innocent, in order to rise through the ranks of their order and in order to gain access to greater power, influence, and wealth. It's also to trap the people imto their choices and allegiances to the group in a twisted form of solidarity. Palpatine himself said that's how it works. He told Anakin to eliminate everyone and to show no mercy because only then would he be able to tap into enough power in the dark side to save his wife (or at least that's what he was selling to him). It's absolutely tragic how Palpatine was able to groom Anakin and manipulate him into destroying himself and everyone and everything he cared about. Things would have played out much differently if Qui-gon didn't meet his untimely demise.

The prophecy as stated by Obi Wan included the chosen one destroying the sith (because they were harmful to life and used the force to their own advantage). Bringing balance wasn't about having an equal number of sith and jedi. It was about destroying the sith (which he did in ROTJ) and returning the Jedi to what they were supposed to (which he and his son did). Also I don't know where you're getting the idea that there were 2 jedi.
