      Attenuation in dB is always negative. In some books they may write Pout/Pin or Pin/Pout, but value in dB should be negative.

    As attenuation doesn't effect the information only magnitude of amplitude decreases ....my question is if we are talking about AM or ASK modulations in these cases attenuation will not change the information

      Attenuation does not change information but attenuated signal requires highly sensitive receiver.

    Now if I radiating 900 V/M at 18 ghz, and I have 20dB attenuation how much signal I'm I losing?

      Attenuation for 20dB will 100 times means 900/100 = 9 V/m.

      Nope, attenuation is just changing scale of amplitude, it doesn't change information, by attenuation shape/information of signal will not change.
      Information of signal is there in shape of signal, so attenuation will create problem in detection of signal but after amplifier we can easily extract information.
