Their is no particular formula for it because the EM waves hits different shape of a vessel and thus sometimes it will detect and sometimes it won't, also external factors like weather cause an hindrance to determine range.

And do we need to keep Radar on while ship is berthed. I would be very thankful to you if you could help me with these doubts. Thankyou sir.
There is no such option to reduce the power of radar....it's their in VHF, AIS, NAVTEX to put in low power and MFHF should be switched off...to prevent high radiation in port

Their is option to select LP, MP1,MP2,SP and in new radars as u change range scale of radar...pulse length changes automatically ...

Radar is to be put in standby mode as soon as first line is ashore....sometimes pilot tells to put radar on standby well before FLA.
