In my case , hotspot was not connecting to windows 10 from iphone SE and I tried everything and in the end I simply gave a shot to change password of my hotspot and after that it got connected . You may try hope it will help.

No one can assure you the system will be stable after jailbreak. after jailbreaking in my iPhone SE, i faced few sudden reboots and it removed jailbreak tweaks i have installed. i had to install them again. so my recommendation will be try them on your secondary iPhone or ipad where you wont loose any data. Based on third party tweaks and profile installations it is possible to bring in malware. We add repositories from unknown sources after breaking our apple security features. So it is possible to sniff our data by bringing in VPN profile type configurations or read our data. it depends on the tweaks and providers.
Why do I have turn the Wi-Fi and Bluetooth in order to connect hotspot? Can you please let me know if I can connect it without turning Wi-Fi and Bluetooth on as it drinks charge like mad.

The hotspot issue is why I don’t use iPhone for years since iPhone 5. Now iPhone 13 same issue
I have 15.4 iOS and it’s still an issue and Apple does not actually help with this at all
My personal hot spot has never had a problem until recently 😭 it says “no internet” but my phone data is so fast so it’s confusing
