No this was a storm surge during a record breaking high tide (it was one foot higher than 1978). This doesn't mean Maine is sinking and it doesn't mean climate change is real. What it does mean is when you get a winter hurricane you can get a storm surge that's deadly and destructive, which is no different than the hurricanes down in the south that do the same thing....dangerous storm surge. It would be a problem if this happened every single day of the year!!!
