It's not an effect
But there are 2 ways of doing it:
1-Cut one frame and then repeatedly copy and paste it after each with no distance(that way the frame will constantly repeat itself to however many copies u made)
2-Freeze that one specific frame and then use velocity to adjust it to last as long as u desire(easier and faster)
@@Septqmber number 1 is half correct. You need to cut the clip, make 50 copies, speed each copy up to say 200% and then arrange with no space. This would work, but in premier pro if you speed something up the sound changes and it would sound different. Even when I select " keep sound normal" it still makes weird sounds.
@@CaptainPupu I use after effects and I'm not sure about premier but here I can speed up and down stuff without their voice changing by using "Time remap" instead of "Time stretch"
@@Septqmber ae? For video editing? I mean yes you can but it's more specialized for special effects, that's why premiere exists. But anyway , he's using sony vegas I believe, which is inferior to both.
