Jodie deserved to make the final tbh (based of dance ability alone). At that time, Keo just wasn't well seasoned and didn't have the knowledge to challenge Jodie how she should've been. We saw how sharp and incredible she was when she danced with Val on the switch up. I wish she had him at the start because she would've been on Paige's level truly. However, I think this was a great learning curve for Keo because he SMASHED it with Evanna Lynch seasons later (which I believe is down to him gaining more knowledge on how to be a good partner for someone who's capable).
I agree this was just pure inexperience for Keo. Jenna had a similar learning curve. Jodie was fire and she really stepped up when she was challenged well with Val. This really demonstrated how it’s the couple that determines how well a celeb does. The pro they get paired with makes a big difference. And IMO it’s fun to watch the pros grow on this show too.
While this was pretty solid, do remember that this is his first time he wasn’t out early af. With Evanna he truly showed what he could do with experience.

Also he had some really smart choreography things here and there he could genuinely execute well with Jodie.
Keo is so underrated
I miss him dancing. Most male pros right now just don't dance as well as him
