There is one more good strategy Dragon is applying and that is if the food supplies of the celestial dragons are cut and they do not have huge stock of food. They the WB can't flood the world without keeping a proper stock for themselves. So, before flooding the world they have to stock a huge amount of food. So, by destroying their stock and stopping food supplies, RA are delaying the flooding

What if the reason why Dragon started questioning the marines and the world government is actually related to Akainu... after all we dont know whats their history and Akainu even knew that luffy is Dragon`s son before it was made public knowledge
I think fans are expecting Dragon to do something by himself rather than moving as an organisation since he is the father of our main Protagonist and so many fans believe that his power and his bounty are far above Yonkos. Having said that I think dragon is always doing something behind the scenes as an organisation rather than doing something as an individual. Above all he is the leader of a large organisation which rivals the World Government. He is aspiring for the big change in the world and only working towards that rather than focusing on temporary achievements. I personally don't think he will engage in a battle himself any time soon.
