They need to have distance markings on the sidewalk to prevent people getting to close to horse and rider! They also need a maximum (short) allotted time to get the pictures and leave! Letting kids hog the time - and distract the horse and rider - was a bad plan! Station permanent physical protection by each horse!
The sign does NOT indicate you put your hand up, for the horse to come to you. Could you NOT tell the horse was ignoring you?? What the hell, was the matter with the parents? The friggin Boxman, should have told them to move along.

Clearly the horse didn’t want them to touch him or he would have put his head all the way down. Just awful. And these losers spoke English so they understood the signs.
