Graham is planing on starting small and in a more manageable way in Wales first before rolling it out across the rest of Britain. His proposals seem realistic and sensible enough to really work. I don't think the UK is an oligarchy, although you're right about the managerial class. It's more that the UK is a classist society that formed it's modern identity in opposition to the Third Reich. Most people just want a good economy, but they're too stupid to know how to do that. The managerial class are comfortable, not rich, money wise. They're more concerned with playing social status games around social issues. They'd be happy if everyone worked for the government, an NGO or a charity.
