I like Penguin in this game. He's so one-note and lacking in self-awareness it's funny. It's especially present in these tapes where Strange is practically toying with him and he doesn't even know it.
It's very interesting how characterizations of the penguin seem to have gone in two different directions. Sometimes he's a well-spoken tinkerer who keeps his criminal habits under wraps, even then being quite affable and others he's a gruff, petty man with little education and a penchant for violence.
I can't believe he doesn't know what that is though what is actually funny is that the real Napoleon is 5'7 tall and Penguin is shorter than that around 4'10.

He only wanted to be accepted for who he is and felt sad on the inside since he only wanted a friend. Honestly after this game I think I always want the Penguin to be British. Now when I see penguin in other adaptations and he’s American I always think he should be British fits his character very well.
It should be noted that the Penguin isn't technically British, he just picked up the accent when he was sent off to boarding school in London. I agree though, I really like his voice and portrayal in this game.
I thought it was Corey Burton, because he's well known for portraying evil/dark characters with upper class British accents. Take Megatron from Transformers: Animated, and Zeus from God of War, for instance

And the next, peace is declared. It would have made more sense to sell narcotics and establish protection rackets.

The beginning of the third interview tape is abruptly cut off, as the Penguin's voice omits the words "I thought" right at the beginning.
