Our local group is using 2 bases for a battalion. That allows for 1 stand bases to represent small/detachments. Keep us posted on how it goes!

Are there extended army lists for other nations?

More often than not the brigade is the unit and are the building blocks of the division.
However if you are covering a greater piece of a battle then you have little option but to either use brigades like a division so that they are spread out to cover all areas of the field with a reserve and an extra brigade where you feel its needed.
Not the best solution but better than not having a plan at all.
