The composer was been doing that since 1998. He recycled and remixed the same tracks in The Amanda Show, Simpatico, and Spyro. The Hurricos theme was basically the theme music of the film Simpatico

I finally have the answer to this! It's because Summer Forest is a loop on the sf "DR Loops", alongside the same loop but sped up by 33%. He just held down the key to get that tune. (Fun fact, all 3 homeworlds in Spyro 2 are just keys on DR loops held down)
The usage of those samples does make it fun when you hear them elsewhere, and your mind makes the Spyro connection. I've seen videos of laser tag arenas that use the loop from Fireworks Factory, and one sample that's in Sgt. Byrd's theme is also used in a PS2 WWE game as part of an entrance theme for custom wrestlers.
It’s super fun!! Made watching my guilty pleasure What Would You Do? that much more exciting when I started hearing the plethora of DR loops they use. 😃 in fact, I’ve made a compilation on my channel of all the instances I’ve heard!
Another crazy instance of hearing this loop is in this Toy Story 3 game I have. So, in the Woody’s Roundup section of the game, there’s an Enchanted Glen section where you can ride on a dragon, and in the Glen the mushrooms make “magic sounds” as you would expect. However, if you listen closer, you’ll hear something very familiar if you’re a Spyro fan.. and my reaction was basically jaw dropped to the floor in shock upon hearing that for the first time on a casual playthrough. Back then I knew next to nothing about samples and stuff so I thought they stole from Spyro. 😆 (keep in mind I’m younger than most Spyro fans)
Also, Summer Forest can be heard at the end of the cutscene “Hunter’s Tussle” if you listen close enough. It’s also lowered in pitch by 10 semitones. 👍

Actually it’s a DR loop. So he stole from Distorted Reality.
Funny thing is I knew it was from the sample pack Distorted Reality but never put together that the tempo was changed!
And in Bianca Strikes Back, you can hear Winter Tundra sped up, and then slowed down later in the cutscene!!
I'm pretty sure that's one of the samples included in the distorted reality sample pack.
