A liquid rubber base I believe. It's amazing stuff, lasts well. We've had a couple of years of use in the Thames and it needs a refresh. If I had my choice again, I'd spray it with the same paint. Keep petrol and solvents away from it. Make sure you prep the surface very very well or it'll peel off.

Heads up guys - NEVER jet wash GRP - it can literally lift the Grp - I learnt the hard way - there is info out there about this.
