You can't withdraw from the blocked account ATM, you can't buy online or get a debit card or nothing, you arrive to Germany and open a current account and provide the info to the the blocked account provider and they transfer to you the monthly allowance.

I made a transaction around one month back and still it is pending.when i traced the transaction it was confirmed that it has reached the beneficiary bank. But when I contacted expatrio team they replied that their banking partner is not responding this query and they can't do anything. How can service provider say that thier banks are not responding...is this even an solution to my problem.if they had such a bank partner they should have mentioned it in the first place before applied for thier service. For the past one week I am getting the same "answer that our bank is not responding".

What if someone creates blocked account with 10322 euro and then rule changes?Will that be taken care of by Expatrio or Visa Application centre
Well in that case, they'll ask you to transfer the remaining amount to the blocked account.
