One of the house rules we had in our D&D games was a similar mechanic for skill checks. So when I switched over to Traveller, it was not a new concept. However using it for combat really highlights how squishy the characters are in Traveller.
Great video. I play on fantasy grounds and the combat damage effect is automatically added which is nice. For non combat skills it’s up to the GM how it’s interpreted. I let a high effect lower the time it takes if the Travellers ask for it
Feels like something an experienced referee could determine on the fly rather than doing calculations, but I can see how a new referee might like to have these training wheels to keep him upright and on course.

I love effect. I have players tell me effect from a target 8 as a default. If the target is higher or lower I do the math

What about jamming missiles? Is it 10 or 11 is needed?
I don't use effect. The rolls required come up so rarely I don't think it's worth the overhead.
