I do want to apologize for uploading this song, genuinely. I uploaded it in 2015, Undertale was new and I was 18 years old and pretty dumb. This song is on bandcamp for purchase on an album with a ton of talented artists, so re-uploading it for free is honestly pretty rude of me.
That said, at this point the song is all over the internet due to its popularity. I considered taking the song uploads down, but at this point what would that do? So instead I'm going to use this space to HIGHLY recommend that, if you're a fan of this song, PLEASE consider buying the album on bandcamp. It's only 1$. Really. 1$. Support the artists!

Song History:
TLDR: This is not from Undertale, Earthbound, The Halloween hack, or Deltarune. It's not an unused track either. This song stands on its own as a random song Toby made for an earthbound fan album.

This song was released in 2012. That means it was not in Earthbound, which came out in 1994, nor the Halloween-Hack, which was released in 2008.
This song does predate Undertale, which releases 3 years later in 2015. It's is not anywhere in Undertale, or in any of the game's files. 'Megalo-Strike Back' may have been created as a personal sequel to 'Megalovania'. It's only official release was in "I Miss You," which is an album of songs created by Earthbound Fans.
...And the album cover is the window from Ness's house in EarthBound, with the text 'I Miss You' repeating behind it.

Considering the weird route, I could see the final boss of that route in the full game using an updated version of Megalo Strike Back
I could see this being Sans theme, once Toby said this is his personal sequence to Megalovania in some way.

Quite Possible! He used One of his songs from Omori "Merry CD" in the song Noelle's Realization, also known as "d. ogg" as a leitmotif! Since this is from another game, It's very possible that This song could show up in another deltarune! Though, it did become so popular, he may not. Merry CD wasn't very popular, and did not use the same sf2, or soundfonts, as any of his other games.

Considering that the word "megalomaniac" is used to mean a person with unhealthy desire for power, I think this song better fits Earthbound than Undertale.
Personally, I always associated with Giygas considering the name of the song is an allusion to the Japanese intro of Earthbound which has the words: Giegue Strikes Back, and that it has the main theme of that song in the intro of Megalo. This song sounds very fitting for something that would play if Giygas were to return in any future Earthbound game.

Considering this is was for an Earthbound fan album, it's interesting to note that the intro sound effects and title both reference Giygas. The structure of the song itself even replicates the song that plays when you really do fight Giygas (Pokey Means Business/Cease to Exist) to a point; it starts off with a jumpy, if tense chiptune melody before heavily cutting to intense synthesized guitar and throwing out almost angry energy for the rest of the piece.
I sort of like to think this is sort of Toby's take on composing a Giygas fight theme. That said, the fact that the UT fandom associates it with Chara almost seems fitting, when there's many easy parallels to make between Pokey/Giygas and Frisk/Chara in terms of how they affect each other and the plot.

I'm just proud of the fact that no matter how cringe I was during my Undertale phase, I was smart enough (or just not dumb lol) to not assume this was an unused Undertale track just because it was made by Toby Fox. No shame on the people who adopted it as a Chara theme, I'm just glad this is something I don't have to cringe about misunderstanding

It's a fanmade theme for Giygas, and your comment describes him very well, I'm impressed.
Honestly I think Toby really expanded on the EarthBound soundfont a lot with this one, particularly on the song this takes inspiration from; Pokey Means Business is a really incredible piece for its time, but I think Megalo takes the idea (8-bit mixed with 16-bit thrasher metal) and really expounds on it. Dude knows how to make a drop by transitioning from one simple instrument to a whole cavalcade of them. It's a technique he uses a lot in the Undertale soundtrack a lot, and for a good reason! They lead to a LOT of bangers

It was Toby and his games that got me into EB and the MOTHER universe... truly a fantastic franchise. I can see how it inspired him and it really warms my heart to see his appreciation for Itoi's work.
Mate, I just love the opening of the song, it really feels like something that would fit for someone like pokey. Toby did a good job.
I was thinking about something more fitting for Giegue before he had lost his mind, using the same guitar riff as the "War against Gyigas!" screen from EB accompanied by a tense bass, almost like if he's close to his breaking point.

I first found Megalo Strike Back in a fan-made Chara fight video by Dreemurr Reborn about 6 years ago.
I don’t know why some people think that Chara’s theme is Megalo Strike Back when it’s not even an Undertale song and audio file, when it was made before Undertale was released.
But all that aside, this song is actually pretty good.
This song is me when im seeing comments complain about other comments complaining about undertale comments yet not seeing either of those comments while also seeing comments complaining about not seeing those comments either.
