you can do it a dirtier and cheaper way by tiling 1x1 foundation every 4 grids, skipping 3x3 in-between. That way, you will only need 1/16 of the foundations
I'm not a fan of raising the ground on the water planets to get to the resources. That is some immersion breaking stuff having the veins magically appear at a higher altitude.
good locations of soil are the ice and desert planets. there are many hills to flattern with mkII storage boxes and you get millions of free soil from there
A non-related question. My dyson shell's design is done and under construction. Almost all the nodes and the "shell parts" are marked out /finished and the whole shell is outside of the dyson swarm. However, i have noticed how my dyson swarm are suddenly decreasing. I have around 5 orbits and a couple of thousands sails but now when constructing the dyson shell, it's down to 1200 and pending up and down. The solar sail life is maxed btw in the tech upgrades.

simple way to get soil ... place buildings on higher ground and then take back .. you get soil and it costs nothing in material .. foundation using is to expensiv
the best planet for soil piles are icy planets, they have 100% construction area which means you either build on frozen ocean at sea level or anywhere else which produces net soil pile gain. also one step further for the belt method is to blueprint them lol
I got a ocean planet too, with petroleum and other resources underwater, I hope if devs add platforms (like petroleum platforms) instead of soil, because if very painful cover an entire planet to get enough soil.

Is a red dwarf, so, solar panels efficiency is around 80%, but is totally covered by water, I needed to send the resources to other planets for processing it. The other rock planet in the system have 48% of efficiency. This solar system give me many problems with energy in early colonization, I started dysoning the star for more energy, but is very slow.
I just decided to start over, to see how much better I could do after learning from my first run . . . except I got a world where waterways were more intrusive, so the first major project has been to build a usable continent as well as the equatorial windfarm (which will have solar panels for filler in a little while). This video let me know that I can shrink the size of my fill square to 1x1, which has been immensely helpful.
Best way to get soil is to use a 1x1 brush for foundation and scatter them 3-5 tiles apart, they get a ton of soil when they flatten hills around 1-2k per single foundation if you are in a good spot
Using belts to gain soil at a low level would be so painful. Low research in drone numbers and drone speeds can make belt construction so slow. Other then that I just wish the no decoration option left the floor looking like the original floor as I like my green planets green not grey green :)
geothermal is nice and all, but frankly doesnt really provide a LOT of power and is quite a pain to place. I honestly think it needs to produce more power to make it worth the cost of building it.

I'd be just fine with the resources sticking above the water line but you couldn't build on them since there isn't enough land around for example.
The best Planets for getting soil Pile are the Gobi planets.
They have big hills wich you can flatten

Soil, visit another planet and either cover it in foundations or JUST look for the hills on other planets and cover them in buildings

There's no need to fear, you'll become a complete rocky planet after it.

Early game I use thermal generators. Cheap to build with a reasonable big footprint and they build much faster than an equivalent number of belts.

Watching this after they released the geothermal plants and like "yikes your lava!"
