They might be doing it for drugs, or maybe because these kids kinda learnt to like it, due to a lack of education and psychosocial development that ended up leading them to such a wrong path. Poverty + capitalism might be a determining factor as the only way to have an opportunity in life there is through very hardworking or money (it's hard to open a business there, too many taxes and bureaucracy).

@mjk6949 Rio is not even the worst, cities like Salvador, Recife, Natal, Fortaleza, Sao Luis and Manaus are all worse than Rio. Sorry, but you can walk around with your Rolex in any city in Ethiopia, Rwanda or Armenia without having to worry about an attack. In large Brazilian cities, you cannot even take your phone out "without being aware of your surroundings" and an expensive watch or jewelley is a BIG NO in Brazil. That some villages and small towns in Minas Gerais are safe does not change the fact that most large Brazilian cities are genuinely unsafe. You cannot walk around with valuables without fearing for your life and you cannot just walk around at night, yet in Armenia, Ethiopia or Rwanda, this would never be an issue. The murder rate is also not even comparable between Brazil and those countries.

The desperate thieves probably know that no one will bother to help the victims or try to stop the culprits.
If the robbers knew that they had to escape through dozens of angry witnesses and bystanders they probably wouldn't be so brazen.
