If the rear wheels are not on the lift platform itself or in the cradle, you would not want to use the lift since the arm wouldn't be secure on the footplate of the scooter.

If you need the swing away mount in order for you to get into the back of your vehicle, a new swing away on a new lift would be an additional $540 and a used one on a used lift would be $200. There is an optional license tag holder that extends above the lift when your scooter/chair is on or the lift is in the upright position. Some states mandate that you have to have a tag visible but some states do not.
Some people have had the lift sitting on the ground the way it would be mounted and used the lift itself to raise/lower the hitch to the height of the receiver and put it together if you don't have a friend that would be able to assist mounting it.
What some people do is get a hand truck and put the lift on the hand truck which can be tilted to get the lift to install height. That may work for you.

How do you put it on and take it off without killing yourself?
