Been there experienced that. Made up the tools ourselves and its now in a kit especially for timing those pumps. One thing I found is to ensure taper in gear wheel and on the pump shaft gets cleaned so its spotless. No key like B-series Cummmins. Relies in the taper and a very high torque on the inj pump nut. Had to replace a bunch of these exact same Stanadyne pumps on marine Travelifts when they got a huge dose of water in their fuel supply and the filters couldnt handle it. And the plastic cap where the wires plug in is a fragile unit too.
I have a 5205 John Deere tractor and I changed out the water separator filter a elbow turn off nob into the pump where there is a primer above. Long story short we are dead in the water cant start . Tracked everything back to fuel pump and its going in ( fuel) an still no go.. its going into but not feeding into each injector lines.. all dry...
the throttle solenoid in the back of this pump is working as fuel shutoff solenoid when there is no signal from the ecm to it. check the wires to the ecm.

The 4045 Powerteck, comes with factory installed Stanadyne DB4 injection pump, that has a KEY in the shaft, so no timing needed, it only goes in one way. I have never seen the type pump you are using ! What model is the pump you are installing ?

Do you insert the lock pin in the engine and that’s it?? Or do you insert the lock pin and rotate the engine till the lock pin falls into a hole??
engine need to be timed before you take off the old pump

That's a stanadyne DE10. It's electronically controlled, not mechanical
the throttle is electronically controlled, but fuel distribution is mechanical and needs timing.
