Yes. In many laptop chargers there is no earth, eg. Macbook chargers. So tingling felt and also test pen would lit. How to add earth link to prevent the tingling.
Sir Haseeb, I don't understand your last remark on the class Y capacitor between pri-gnd and sec-gnd. You say : it is for noise removal. I know that the higher the (noise) frequency the lower the capacitor impedance, so it will be an AC short for high frequencies IF there is a potential difference between the two grounds. But here is neverwhere a connection between the 2 grounds, nor a protentional difference source. Or is this only for noise superposed on static protentional difference ? I even think the isolation well be less with a capacitor then without, as each capacitor also has a very high (DC) resistance, so in the long time both grounds will be at the same (DC) potential.
