Though notably, the heads of some top authoritarian nations embroiled in international conflicts across the globe will not be in attendance. Biden outlined his administration’s priorities and vision for the international body in his last address to the U.N. as president.

Two treaties have been negotiated for withdrawal by a total of 5 major governments. The one (of two) governments that Zelenskyy stated was comfortable to negotiate hasn't. Why is the US unwilling to initiate the negotiations for a peace treaty?
