Hezbollah has taken over the country (Lebanon is held hostage) and the Lebanese army is too weak to stand up to them.
After the civil war, all militia groups were told to disarm, and hezzi didn't. They have since grown stronger and stronger, much stronger than the Lebanese Army. It's hit a point where they are so well armed that no one can say anything.

If Israel had not been humane, they would not have told Lebanese civilians to evacuate to avoid harm. Secondly why should Hezbollah intertwine its weapons with civilian residential areas? If Hezbollah cares about the life of the population they wouldn’t have done that. Here you have Israel that wants to save civilian lives on one hand and on another hand you have Hezbollah who wants to martyr the Lebanese civilians but they themselves don’t want to be martyred.
