Stay on the rulebook and get rid of that stupid hop off the mound. Foot ON the pad on the release for crying out loud.

You are looking at footage that is cut for highlights. All the pitchers start in proper position. For entertainment purposes, because several pitchers have long set positions, their entire pitch/release process is not generally featured.
The rulebook for international competition dictates that the circle for the mound is required. Perhaps you are not used to fastpitch rules as this rule applies only to the FP game. See Rule 2, Section 4 "The Playing Field, Diamond Layout" Section g3 of the OFFICIAL RULES OF SOFTBALL (Copyright by the International Softball Federation Playing Rules Committee).
g. THE PITCHER'S PLATE shall be of rubber.
1. The top of the pitcher’s plate shall be level with the ground.
2. The front line of the pitcher’s plate shall be the distance from the back or point of
home plate as set out in the Distance Table (Appendix 2).
