He's desperate for Charlie's attention at this point, so harming someone she's close to is the worst move he could possibly do. And I'm 100% sure that Alastor is aware of that.
Alastor is smart enough to know that getting into a fight with Lucifer is a losing Gambit so he takes the mental route, by going after his insecurities.

I love the concept of what depression does to parents. Lucifer secluding himself and thinking he isn't worth anything let alone to be a dad. Then when his daughter gives him a chance he jumps at it. "He can't say much since he wasn't there for her!!" Yes, because he was severely depressed and didn't think she even wanted him as her dad
